the same exclusions, five first class and about fifteen

second class posts; there are, therefore, some thirty.

officers to fill twenty posts, the excess of ten being on

leave or secondment. (The present first class posts

are those given in Hong Kong Government's General Order 91. A revised list is given in the succeeding paragraph; the

Treasurer's post can no longer be included in the list but

unquestionably that of the Chairman of the Urban Council

should be added).

Taking all the various factors into consideration

I recommend the deletion from the schedule of the eight

posts named in paragraph 2 above and the retention instead

of a cadre of six senior administrative officers as at

present. There should also continue to be a list of "Class

I" posts which would normally be occupied by officers in

the senior cadre and which would carry acting allowances

when filled by Administrative officers on the time-scale.

My reasons for excluding from this list the last two posts

mentioned in paragraph 2 of this despatch are, as regards

the Chief Assistant Secretary for Chinese Affairs, that it

is ordinarily of no greater responsibility than several

other administrative posts while the available officer most

eligible to act in it is often not very highly placed in

the time-scale list and, as regards the Senior Assistant

Colonial Treasurer, that there appears to be little prospect
